система финансового и хозяйственного контроля, которую создает и реализует администрация предприятия. Цель такой системы заключается в том, чтобы эффективно и в соответствии с принятой политикой вести деятельность предприятия, обеспечивать сохранность средств (safeguard of assets), а также полноту (completeness) и точность (accuracy) учетных данных. Эта система включает в себя следующие элементы: (1) разделение обязанностей (segregation of duties); (2) четкое определение, распределение и делегирование полномочий; (3) наличие системы, разрешающей доступ к средствам компании только авторизованному персоналу; (4) утверждение хозяйственных операций ответственными лицами с определенными для них предельными полномочиями; (5) проверка арифметической точности учетных регистров и их сверка (reconciliation); (6) наличие процедур контроля за тем, как работники справляются со своими обязанностями; (7) надзор со стороны старшего персонала над повседневными операциями и их регистрацией; (8) обзор функций управления и сравнение с плановыми заданиями. Для проверки системы внутрихозяйственного контроля внешние аудиторы проводят тесты на соответствие (compliance tests), а по их результатам определяют необходимое число самостоятельных тестов (substantive tests)
